The New Jersey Mechanical Allied Craft Council (NJMACC) endorses the Responsible Contracting method of awarding all types of construction bids. NJMACC believes that all entities – private and public – need to be aware of the elements and importance of Responsible Contracting before awarding bids in order to ensure that the job gets done right the first time.

While NJMACC encourages corporations and communities to adopt a Responsible Contracting policy for inclusion in all bid documents, Responsible Contracting is not about taking the lowest bid. Rather, it is about taking the lowest “responsible bid”. 

A Responsible Contracting Policy is a set of enforceable qualifications adopted by the project or building owner and incorporated into the job’s construction bid specifications. Once adopted and incorporated into the bid documents, these important qualifications let bidders know that the owner wants competent and qualified construction firms and personnel to build and or renovate their building.

Having a Responsible Contracting policy in place and included in the bid specifications enables the owner to put bidders on notice that additional factors other than lowest price will be considered when bids are reviewed in order to ensure the selection of qualified construction professionals to build and renovate structures. The bottom line is that owners who adopt a Responsible Contracting policy are assured of quality construction at the lowest possible cost, on time and on budget.
